It's an ice cream truck. Not any old truck, they make the stuff onboard and serve it to you fresh. Yum!

I'd rather be broke and picking my nose in Minneapolis, than eating ice cream in LA.

Nothin' against LA, I've just always idealized Minneapolis :)
