Is there a good reason a Business Association would keep its by-laws private?

Is there a good reason a Business Association would keep its by-laws private?

I inquired into joining a local one, and on the application was a spot to check that I agree to adhere to the by-laws of the association. On the phone, the president said that he doesn't give them out, but would need to show them to me in person.
Searching for "business association by-laws", I find plenty posted on the web so am wondering what good reasons there might be to keep them private.
