The article is about GOP Senator Johnny Isakson "reaching across the aisle". I may add that that group of bipartisan Senators offering an energy plan (which led to Obama saying he MAY compromise on drilling) included both Senators from Georgia. So, in short, the transportation situation here has meant even GOP senators doing things that would have surprised me a few years ago. The cool part is that Isakson is attracted to a bill authored by Senator Kerry, which will be unveiled soon:

Undeterred, Isakson is about to reach across the aisle again, this time to John Kerry, the Democrat from Boston. The purpose: A revival of this country’s rail system, which — with luck — could give birth to a high-speed passenger train that would careen from Birmingham, through Atlanta, to Washington.

Kerry’s office would not offer any details of the bill that the Massachusetts senator intends to drop sometime this month. But at least one draft is already floating around Atlanta business circles.

Isakson said the bill would fundamentally alter our method of capitalizing rail transportation, putting it on a footing similar to the way we fund airports, freeways and seaports. Governments, a combination of state and federal, would acquire the right-of-way and build tracks. User fees would pay for upkeep, levied by private rail corporations that would live or die on their own performance.

By some accounts, the Kerry legislation also permits the raising of $200 billion via bonds to finance a limited number of high-speed rail lines across the country.

Isakson said he intends to sign on as a co-sponsor to the Kerry measure. It fits neatly with his advocacy of high-speed rail in the South, which stretches back to his days in the U.S. House. He has long envisioned a line from Birmingham to Atlanta through the Carolinas to Richmond, thence to Washington.

The Georgia business community is high on the idea. The missing ingredient in any discussion of rail has been political will.

1. I am SO glad that JK is doing this.
When he spoke at the JFK library in Jan 2005, an Amtrak conductor asked him about his support of rail transportation. He answered immediately, without missing a beat: "we need high-speed rail all across this country, north to south, east to west".

Can't wait to see the details of the bill, can't wait to see it move forward into law , at least with a President Obama if not before.

It is a shame that so many other countries are so far ahead on this. The comments are interesting - it looks like this really would be a huge change to how Amtrack is handled now.

IT would be great to have it filed. It really is a wonderful rethinking of rail service and how to fund it.

Gee, Mass. press, when are YOU going to cover what amounts to quite a pretty big transportation story in Atlanta? What I am seeing from both GA GOP senators is strategically moving to the middle. They are still right wing (and Chambliss is still the slimy GOPer who smeared Max Cleland), but they seem to not be comfortable staying too ideologically pure. Georgia is a weird state politically. It is deep red, yet it still sometimes feels like a traditional old time Democratic state.

In the midst of a faltering economy and a transportation funding crisis, Sen. John Kerry (D-Mass.) is planning to introduce what appears to be a major rail initiative, and Sen. Johnny Isakson (R-Ga.) is preparing to join him.

The idea is to finance an interstate high-speed rail network that could serve as the spine for local transit lines. Saying the current system is “broken,” Isakson advocates treating rail just as the government treats airports: The government builds the airports, and the airplanes that ferry passengers are private.

Kerry’s office wouldn’t answer questions about the measure, dubbed the High Speed Rail for America Act, but a letter he sent to colleagues talks big: “$200 million per year in grants, $8 billion in tax-exempt bonds, $10 billion in tax-credit bonds for high-speed intercity rail facilities, and $5.4 billion in tax-credit bonds for rail infrastructure.”

We talked to Isakson about the idea.

Q: Tell us about the initiative.

A: I have been very interested in the possibility of a high-speed rail line from Birmingham to Washington , very similar to the line from Boston to Washington that exists today. It’s … a corridor that has a great deal of congestion on the interstates like I-85, and it’s a great way to travel. … But I know the big deal with rail is being able to get the capital together at the beginning to put in the infrastructure to put in lines like that line. Sen. Kerry’s bill focuses on raising capital. … Given the fact we’ve gone through the difficulties that we have on energy, the price of gasoline, the limited supply of oil, it makes an awful lot of sense looking to the future to make investments in those types of transportation systems that will meet our needs as the 21st century unfolds.

Q: How big is what you’re proposing?

A: I don’t want you to go off on some track that I’ve got some grandiose plan for the world in terms of rail. … Kerry’s introducing legislation that deals with the funding of rail infrastructure, which from my interest, that goes back to the Birmingham to Washington run.

Q: If Kerry came out with this kind of more grandiose, much, much larger system idea, would you be inclined to support it?

A: I support creating the financing mechanism to reinvigorate rail in the United States of America and to focus on the things I’ve repeated myself on. … If that’s a part of the Kerry legislation, yes I can. And it is.

5. This is a very informative article and it is great that the Atlanta Constitution
is covering the fact that their Senator is signing on to this. I liked one of Issacson's answers,
" Q: The U.S. economy hasn’t been in such bad shape for years. Is it a little strange to be talking such an ambitious project that would cost so much at this moment?

A: The economy’s struggling now in part because of the high cost of fuel, because of the high cost of commodities, and that rolls right back into the whole transportation issue. I mean if you can reduce your dependence on oil, then the demand goes down so the price goes down."

The strange thing about the question though is that in Keynsian economics, the government spending money on an infastructure investment is the type of thing that would be recommended to stimulate the economy as well, especially when the said infastructure is extremely outdated.

This should be getting more national attention.

6. Well, the Senator hasn't dropped the bill yet. When he does,
I hope it gets even more attention. And, I have to say, I can't help but remember that when I was on a bloggers conference call with Sen. Kerry and Teresa Heinz Kerry back in '07, I asked specifically about public transportation and Atlanta. Ha! He had such a good answer that day, that it was clear he was going to be doing something on it. I just am thrilled that even right wing Republicans in Georgia are agreeing that it is a good idea.

All it took was the question being asked and he liked his answer as well, so decided to write a landmark bill. :) :)

9. I am not sure it would be healthy for me to entertain such an idea.
It might give me a swell head, leading me to look out at the new high speed rail by my city, and say: there goes MY train. :) :)

Seriously, I am sure Kerry has been kicking the idea around for some time. I'm just glad that it actually may become a reality. The fact that a GOP senator from my state is going to co-sponsor makes it very promising.

10. while I have absoluletly no doubt of beachmom's impact on the good senator and
especially on the public's appreciation of same :), I do agree that JK has been on the high-speed rail thing FOREVER. As I wrote earlier, he made public statements about this topic at the JFK Library in Jan 2005, and even then, it was obvious that this had been on his mind for a very long time.

I think he even spoke of high speed rail when he was out making appearances for the book - and he is on the commerce committee and on the surface transportation,merchant Marine infrastructure, Safety, and security subcommittee, which Lautenberg chairs.

These two articles are great and I agree that it's great that he has someone so conservative agreeing with him. (Next time I will be clearer that I was joking. )

I can ask my family (big train fans) for ideas on good sites, in case there are others besides the great ones beachmom has found.
