"Spending and investment are very different things," he asserted. "If you are building a tunnel or bridge or road, it’s going to last for 150 or 200 years. You have to think about the revenues spun-off and generated from that project, and if you don’t, you’re not valuing it appropriately."

Kerry also turned reflective in response to a question about his hope for the United States.

"My dream is that we reclaim our birthright of opportunity and excellence," Kerry said. "In education, we’re much more challenged than we ought to be. We’re mired in this very politically partisan, messy debate rather than talking about big ideas and a big vision for the future.

"This is a really critical moment for America. We’re the most powerful economy on Earth, still Š but we’re not moving in the right direction to guarantee that this is what we’re going to leave our children in the future."
