I'm in the comfortable middle (which Doc says is overweight.). However, when I was in 2nd grade in elementary school, all of the girls were required to wear shorts under their skirts so every year after that, mom bought me a half dozen pairs of bike shorts with my uniforms/school clothes (some of my public schools had uniform codes; a couple times I was in a private school.) Ever since, I've felt more comfortable wearing a pair of cotton bike shorts under my skirts than not. Since I grew up in hot climates - Calcutta, Florida, the Mexico border, and Phoenix - such tricks were necessary. I also learned that a cotton sports bra of the 'you ain't goin' nowhere, girls' variety is highly unpleasant, except for workouts, but a cotton lift and separate push-up bra is nicely suited for warm weather. (Think the physics through....) Cornstarch -- optionally scented with perfume or fragrance oil or essential oil - mints are good here -- is a friend, better than talc and better for you. Multiple doses may be needed.
During the winter, I wear cotton tights, but summers, I just get the basic, form-fitting athletic shorts at Target or similar. They're 95% cotton, 5% spandex, and comfortable even on 95 F + days. HOWEVER - I live in Colorado, and it's dry here. I found this solution less (but not impossible) comfortable last year when I was in Virginia in July. On me, the shorts hit mid to lower thigh, which means I can wear them with most skirts I own. I've found a couple of similar products at Title IX, but at 3x the price....
That's my best advice, beyond moving to a drier climate.... but even here, sweat happens. I dress lightly, but treat all of my clothing with Sunguard (made by RIT, it gives clothes an SPF 30+ protection). I avoid going out between 10 and 4 if at all possible; I leave the car windows cracked and let the car air out by opening windows and the hatch before starting it. ( I usually have to put something in the trunk anyway....)
