6. The agency originally was set up as a good place to put favorite

people with big salaries who didn't have to do much. They were incompetent from the start. Then Clinton took it and made it what it was until * undid all that good work.

I like the part about how the committee says it should be destroyed and then rebuilt from the bottom up. I think we should do that with the entire gov't. They are no longer functioning in the best interest of the country.
