can we have fresh 'squeaky clean' appointees and a government that is free of corruption? How hard is that going to be?

9. It shouldn't be but it is.

It's all about the money, and the people that give you that big money are going to want something in return. You are going to give it to them lest they withhold the money next time around. I don't know how they could re-make the system into what it was originally supposed to be, it's so far gone.
