Under the authority granted me as director of communications research and development, I commissioned last year a study of this project by the Qvest corporation. Based on the findings of the report, my conclusion vas that this idea vas not a practical source of information, for reasons vhich, at this moment, must be all too obvious.
Vell, it's remarkably simple to do. Vhen you merely vish to record phone calls, there is no limit to the numbers. After that they are connected to a gigantic complex of computers. Now then, a specific and clearly defined set of circumstances, under vhich the calls are to be recorded, is programmed into a tape memory bank.
...but the... whole point of the spyink program... is lost... if you don't keep it a secret! Why did you tell the world, eh?
