According to Encyclopedia Americana online,
"Section 2 of the 25th Amendment prescribes a procedure for filling a vice-presidential vacancy.
The president nominates a vice president, who must be confirmed by a majority vote of each House of Congress." *********************
So if Cheney resigns, for whatever reason, Bush would name a replacement which would have to get a MAJORITY vote of the House and the Senate to become Vice President -- and become the next President by succession if Bush were impeached or resigns.
However, if Bush were impeached and left office first, Cheney would become President by succession and open to impeachment and/or resignation himself.
So what happens if Cheney resigns, and Bush's nominee for Vice President does not get a vote in both Houses of Congress BEFORE Bush is impeached and forced to leave office?
It would appear that the line of succession would hold true, and the Speaker of the House would become President and he/she could nominate a VP candidate which would need confirmation by a majority vote of both Houses of Congress.
