What good is the NSA phone base if not all phone co's participate?

What good is the NSA phone base if not all phone co's participate?
I guess it's a question that presumes that anyone knows what is REALLY going on in the bowels of this administration.

But seems to me that it would be effective if it includes all companies, otherwise, the data can't be mined because the patterns are dependent on reporting.

Why wouldn't NSA seek a law change and make it universal?

In the end, is this just the government doing whatever just because it can get away with it, doing the max that it can do secretly?

they know that even their minions wouldn't go for total government surveillance, so they do all they can with the NSA

5. My guess is that in the wide swath captured ...
...calls made from phones that are using AT&T's system to Quest would be obtained so that in the end most calls have been successfully mined.
