Bush cues the proxies.
He gave a passing nod to his "compassionate" persona, called for civility, said his plan wasn't amnesty, fellow Republicans, then blithely continued to give a chunk of speech time to the importance of English. WTF?

I hate this calculated maneuver. Drop the inflammatory bone for the base while mumbling milquetoast for the masses. He knows they'll pick it up - yeah! - and again, some one else will carry his water. Who me? I called for civility!

Ditto with the out of left field mention of the flag...

He could have included the requisite wink and nod.

Don't know if this old Bushco ploy will play, but it never ceases to bug the daylights out of me.

1. Yep. ONe message for us, a nod and a wink to the faithful.
It's how Bush has operated from long before he started his presidential campaign. The idea is to not let most of Americaknow what he wants to do until it is too late.
