not so much, actually. In Nazi Germany, the "Jewish newspapers" were allowed to continue to print without too much government interference. Why? Because the fascists thought that no aryan would ever read any such paper. Those papers, which did carry quite accurate reports until they were shut down at the beginning of the exterminations, were ignored to the fullest extent. So, really, they didn't shut them down (for awhile, at least), they just minimized them and made sure they had no power anyway.
