That's the way they work. KISS...keep it simple... Deny what your doing when what you're doing is exposed.

In subsequent denials, he'll mean that the administration is not actually doing it themselves, even though it's being done. He'll mean, at that point, that the subcontractor is doing it.

By saying "not trolling millions of Americans for information", that logically leaves the possibility of trolling or mining for up to 1,999,999 Americans.

5. What that means is:

If there are 300 million people in America and they are not trolling millions, then the millions they are not trolling are at least 2, leaving 298 millions they are mining and trolling.
