****** ALERT! ****** U.S. HOUSE BUDGET VOTE TODAY - MAY 17! ******
From the Coalition on Human Needs (http://www.chn.org/)...

Budget vote scheduled in House today - Wednesday!

But this is not a done deal yet. The House leadership is not sure they have the votes. Moderates have continued to call for $3 billion more in order to prevent cuts in education, health and other services. They are under intense pressure to give in.

Please don't let that happen.

What's at stake: Energy assistance, K-12 and higher education, child care, job training, services to protect children from abuse or neglect, Head Start... will there be cuts in these vital services?

PLEASE CALL NOW! 800-459-1887, TOLL-FREE. Tell your Representative:

"Please say NO to a budget deal that forces cuts in health care, education, child care, and many other services. It's still wrong to cut needed services to pay for tax giveaways to millionaires."

Your calls can stop this bad budget.

* Please forward this to your friends and networks ASAP!
*

To learn more about why the budget resolution hurts needy people, see the recent article in the Human Needs Report at http://www.chn.org/humanneeds/060505a.html.

What happens if we stop the House from passing a budget resolution?

Congress will still work on all the annual spending bills, and we will continue working for adequate funding or preventing cuts in human needs services.

Congress cannot pass more fast-track tax cuts or entitlement cuts (like Medicaid or Food Stamps) that need only simple majorities in the Senate.

It demonstrates the lack of support in Congress for harmful cuts in human needs programs.

Use the toll-free number above to reach the U.S. Capitol Switchboard and ask to be connected to your Representative's office. (The person at the switchboard can figure out who your Representative is if you're not sure). When you’re connected, please give the message above.

The toll-free number is provided courtesy of the American Friends Service Committee which has launched a budget campaign, http://www.afsc.org/economic-justice/sos/ AFSC welcomes groups to circulate and use the toll-free number in support of non-partisan budget goals and without linking the alert to a website soliciting donations or actions which may be used to support partisan lobbying or work.

7. Just spoke to Maxine's Office in Washington

I was told that the Democrats are solidly behind stopping the Budget Bill.

Is it right to focus on those members of DU that have a Republican Congressperson?

Are there still some Democrats that are shaky on this issue?

8. CALL THE 'SWING VOTE' REPS!!!
The last round of harmful budget cuts was passed last year by only two votes in the House of Representatives. All the Democrats in the House opposed it and hopefully they will oppose the budget proposal this year as well. About two dozen Republican House members have explicitly stated this year that cuts to social programs Americans depend on are not acceptable. If we hold these Representatives to their words, this budget cannot pass.

and they were very nice.

They said that he had not taken a position on it yet but they would pass along my comment.

I reminded the office intern that Republicans need to really think twice about sticking behind these "All For The Greedy" issues!

I say we focus on calling Sapphire's List.

39. Called McHugh's office. Nice young man said he didn't know how Mr. McHugh
would be voting but would pass my message along to him (took my name, phone number and address... I almost gave him my parents number... I call them not myself and it's the same number, different area code). Anyway... I told him nicely that I'd like to ask Congressman McHugh to vote no on the budget bill and that "I'm more then a bit upset that they keep making cuts in services that are very much needed while they give tax cuts to those that really don't."

McHugh has voted against cuts before... let's hope he does so again. If not he'll be hearing from me. :grr: He's not running unopposed this year so hopefully he'll remember that his constituency is not rich and needs these services (although I'd like to hear more from the good Dr. Johnson). This area is rather "red" but turning purple to blue rather quickly. From all I'm hearing folks are not happy with the Repub up here... not sure if that is passed on to McHugh though.

44. NEWS - HOUSE DEAL LONG ON PROMISES, SHORT ON FUNDS (CHN update)
Edited on Wed May-17-06 04:06 PM by Sapphire Blue
Email update from the Coalition on Human Needs (http://www.chn.org/)...

NEWS - HOUSE DEAL LONG ON PROMISES, SHORT ON FUNDS

What kind of budget deal is the House cooking up today (May 17)?

Best guess: it still makes cuts.

The House is moving forward towards a budget vote. From what we hear, the deal will include a non-binding vote calling for the extra funds moderates have sought for health, education and other services - but ONLY if the extra money is paid for by cuts in other services. The offsetting cuts may come from entitlement programs like Medicaid, Food Stamps, or income assistance for the poor, or from other services that need annually approved funding.

PLEASE CALL NOW! 800-459-1887, TOLL-FREE. Tell your Representative:

"Please vote NO on the budget deal before you. It still requires cuts in human needs programs - once again robbing Peter to pay Paul. It still cuts needed services to pay for tax giveaways to millionaires."

Your calls can stop this bad budget. But you have to call now (Wednesday, May 17).

* Please forward this to your friends and networks ASAP! *

BACKGROUND: A House Budget that Still Does Not Prevent Cuts in Human Needs Services.

The House leadership has been negotiating with moderates to wrangle enough votes to pass their budget resolution. The budget remains stuck with the same total for annually funded programs as the President’s proposal - $873 billion. That’s more than $10 billion short of what’s needed for domestic services.

The possible deal: Members are being asked to vote on a non-binding resolution stating that appropriations for Labor-Health and Human Services-Education programs be $7.2 billion higher than the President’s proposal - provided they pay for the increase with cuts in other programs. Some reports suggest that these cuts could come from entitlement programs (such as Medicaid, Medicare, Food Stamps, student loans, etc.). Although we haven’t seen the language, it appears there is no assurance that the extra funds would not come from cuts in other domestic services, either those that need annual funding (housing, veterans, nutrition, environment, etc.) or ongoing programs like Medicaid.

Further, the non-binding vote seems not to promise that the House Labor-HHS-Education appropriations bill will contain the full extra $7.2 billion beyond the President’s proposal. The House appropriations bill will add about $4.1 billion, as had already been promised. The other $3.1 billion could be part of the conference deal with the Senate, if such a deal is ever worked out. Even if it is added, the total is still about $3 billion less than the cost of providing current services.

To sum up: Reasons Why This Budget Still Deserves a NO Vote:

Additional Labor-H-Ed funds will come from cuts elsewhere – possibly entitlements or other needed services. The bottom line does not grow.

If the money does find its way to Labor-H-Ed, it will not be enough to prevent cuts – and not just in the House version, but in the final legislation.

The budget still includes entitlement cuts, with more than $4 billion to come from the House Ways and Means Committee, which presides over Temporary Assistance for Needy Families, child care, child welfare services, child support enforcement, unemployment insurance, cash aid for poor seniors and people with disabilities, and the Earned Income Tax Credit.

The budget still includes unaffordable and unfair tax cuts.

56. this is what I was talking about
"Data from the Congressional Budget Office show that ... the revenue surge came from two places, profits taxes and “nonwithheld” income taxes. Profit taxes surged partly because profits themselves surged – this has been an economic recovery in which real wages for most workers have actually gone down, so that profits have gathered the lion’s share of the gains – but also because a temporary tax break instituted in 2002 expired. We don’t know for sure why nonwithheld income taxes surged, but the best guess is that it reflects a bounce in stock prices during 2003-4 and, probably, a bubble in housing. Both are one-time events..."

85. repub substitute seems to be failing
Provided empty promises to fund some programs, but no commitment for funding. ANWR drilling was also buried in this one.

95. absolutely. i know it more than extremely well, dear Sapphire Blue.
what startles me sometimes is how i finally realize it really was easier when we stood on street corners helping people send snail-mail letters and postcards. and far more impact in bags full of mail, than in crashing email accounts.

i do know, dear. i know how hard you are working, more than i can express. that is why i do not know what to do but thank you every time i can.

profound gratitude and admiration, always

and solidarity, always
