Brazil gang violence - prevent Bolivarism by threatening 'order' ?

Brazil gang violence - prevent Bolivarism by threatening 'order' ?
Being devious, it occurred to me whether the mafia there, presumably like mafias everywhere preferring to work in a society controlled by corrupt conservatism, are creating disorder because of the growing threat they see in South America of leftist Bolivarian freedom taking hold throughout the continent ? I.e., use the old Reichstag fire/war on terror/northwoods technique of painting scary bogeymen on the wall for domestic consumption to convince the public that repressive government is needed in order to keep it safe. Of course, the Brazilian organized crime gangs are in fact a threat to public safety per news reports in the US, and so the current response is quite appropriate. However, the net effect may be that a corrupt social system which furthers corruption both within and outside the framework of an ineffective legal system is perpetuating itself, as systems, particularly corrupt ones, will do, by responding naturally according to its structure. It is though an interesting question whether there is deliberate intent in this direction behind the upsurge in violence.

Of course, as background, we know of decades of history of intelligence services in the US and elsewhere making use of elements from the underbelly of society to maintain the power status quo.
