Congress ABDICATED its power. It wasn't TAKEN from them. They freely gave it away -- for partisan reasons. So too did the judiciary, in allowing things like "sentencing guidelines". And that was also for partisan reasons.

At the root of all of this is the voter. They are, and always have been, the ultimate ones to blame. Americans hate America.
