It reads "The McGovern amendment" and thats the only amendment I know of that he's put up

8. My Father instructed there

He as assigned there in the late 60's. If I remember correctly, it was 1967 when we moved to Panama for a 3 year tour. I wasn't even in school yet so my memory of it is not too good. He taught at the School of the Americas (he is bilingual, so I'm sure that helped). He doesn't talk much about that time, but the same is true of his time in Vietnam. I remember lots of parties at the house. Who knows, I may have personally met some of the subesquent Latin American dictators.
