How exactly does "Al Qaeda In Iraq" appoint a new leader anyhow?

How exactly does "Al Qaeda In Iraq" appoint a new leader anyhow?
Zarqawi isn't even cold yet and they have elected a new "number two" to bin Laden. Are they are more organized than Cheney would have us believe and are not in their "last throes"? Is this nebulous "Al Qaeda In Iraq" an actual coalition that meets to elect new leadership?

Al-Zawahari (Al-Zawahiri) is reportedly bin Laden's #2 in Al Qaeda, Zarqawi is the one who just died in Iraq.

...as it did for them to replace Goss. Hell, the same day that they announced his death (this last time) they were already chewing over the "short list" of candidates on the cable news shows.
