Louisiana House approves plan for sex offenders to carry special ID
But student license proposal rejected
Thursday, June 15, 2006
By Ed Anderson
Capital bureau

BATON ROUGE -- The House said Wednesday that convicted sex offenders should have special orange driver's licenses as a way to better track them, but lawmakers refused to go along with a separate proposal to tie issuance or retention of a driver's license to school attendance.

The House approved Senate Bill 612 by Sen. Willie Mount, D-Lake Charles, 96-0, mandating that convicted sex offenders carry orange identification cards and driver's licenses with the words "sex offender" stamped on them as part of a "predator alert system."

But in a 42-48 vote, the House killed Senate Bill 284 by Sen. Heulette "Clo" Fontenot, R-Livingston, that would have allowed school boards to decide whether or not to participate in a two-year pilot program designed to use students' driver's licenses as leverage to keep them in class.

(snip)

Erdey said Louisiana, which has the second-highest dropout rate in the nation, needs to take steps to give students 15 to 18 years old an incentive to stay in school.

Yellow Stars, Anyone? Considering how many times and places you are asked for your Driver's License, this is disturbing.

1. Because 'sex offenders' are so universally villified...
...regardless of whether they've raped 50 children or merely looked at the 'wrong' photos on the Internet, they are a soft target for draconian legislation. It seems to me that these 'perverts' are being used as a test case to determine public acceptance of law enforcement measures that would never be tolerated if used against 'normal' people.

My view is that, whenever government introduces some new measure to make us all safer, it's always taking away more than it gives.

3. Who are all these "sex offenders"
are they all serial rapists and child molesters?

Or are a large number of them over 18 with younger (like 15 or 16 year old) partners?

Or just johns/janes arrested for engaging in prostitution?

Or what? Who does this law apply to? How about similar laws in other states?

8. As in most measures, they don't separate one from the other.
All with the label are lumped in together.

5. That means anytime they have to show their driver's license, to rent
a movie, pay with a credit card, go to a club/bar, apply for school, etc. they will be treated differently.

This prevents sex offenders from EVER becoming part of society, no matter how minor the offense.

We are sliding faster and faster down the 'slippery slope.'

This is BAD for ALL of us!

6. Exactly right. Plus, private establishments reserve the right
to refuse service to anyone.

Wanna bet on the results? Nah, me neither.

9. Exactly. Why stop with the driver's license?
How about a permanent tatoo in case the "sex offender" doesn't drive? This is ridiculous and no more than political posturing.
