Is it wrong to ask for an "Exit Strategy"?

Why did the Republicans discard the "Powell Doctrine"? You know the one where American troops come first. Never invade unless we use overwhelming force and with a plan intact for an prompt exit after the Mission is Accomplished. This was flaunted about as gospel during Kosovo where not a single US soldier was killed. What happened to it and why shouldn't it be asked about?
