Can anyone find this story?

I was reading USA Today and read about the Mexican Election. The story made a comment about the contender that wanted more to go for the poor. They said the US didn't want him to win because they didn't know how to deal with him.

3. NPR had a good story on at lunch

about how the position of President in Mexico had very little power because of the 3-way division of power in their congress.
