I think this is a sign of his narcistic and egocentric personality. It shows he truly is not considering an American alliance with Japan, but rather is trying his best to act out this cynically political maneuver.

I think he enjoys rubbing this in with the PM. I think it's why he likes him so much. He feels like a conquerer. That also tracks with his narcissism. Others only exist within the frame he creates for them.

Because of my slow load dial up, I couldnt imagine what bush was doing with his hands.

If I could photoshop it, I would crop it at the hands, then have a pee stream up in an arc onto the Marine just standing there while bush and laura smirk. lol

Bush is going to go about this in his usual manner:

1. The Decider will make the decision.

2. Phase 1 of The Plan will be developed and deployed.

3. It will cost a great deal more money than anyone could have predicted.

4. Once things are a real mess, it will become obvious to his supporters that Bush never got past Phase 1 of The Plan.

5. Everybody (except The Bush Crime Family™ and their base) suffers greatly.

So, you see, the answers to your questions aren't even in the works. In fact, Bush doesn't even believe anyone will ask those questions. See how ahead of the times you are?
