WASHINGTON (AFP) - US Secretary of State Condoleezza Rice has insisted the United States would not stoke a political crisis in Cuba as President Fidel Castro ails, but issued a new call for democratic change.

Rice however said Sunday Washington would work with the world to ensure that Castro, who has defied the United States for more than 40 years, will not be replaced by another dictator.

"We are not going to do anything to stoke a sense of crisis or a sense of instability in Cuba," Rice said on NBC's Meet the Press.

"This is a transition period for the Cuban people, we are going to stand with them for the proposition that there should not be simply be the end of one dictatorship and the imposition of another dictatorship," Rice said.

On Friday, Rice, on a message to Cubans on US-funded Radio and TV Marti, urged the world to press for multi-party elections amid uncertainty over Castro's fate.

"We will stand with you to secure your rights -- to speak as you choose, to think as you please, to worship as you wish, and to choose your leaders, freely and fairly, in democratic elections," Rice said.
