Early 2001 - Bush/UN money to Taliban question?

Need some info – the Bush (or Bush on behalf of the UN?) money gift to the Taliban in early 2001?

I am trying to put together a LTTE on how Bush has appeased terrorists since taking office. I remember in early 2001, they gave a $40 million or so gift to the Taliban for fighting drug-trafficking. Prior to Bush taking office, the Clinton White House either had placed sanctions on the Taliban regime for supporting terrorism, or else was trying to place sanctions on them.

Please correct my understanding, or misunderstanding

1. I believe it was in food aid,

not cash.

But I could easily be wrong. Afghanistan wasn't high on my list of priorities in early 2001.

2. Look up | Bush Taliban "43 million" 2001

Apparently in early 2001 the Taliban outlawed growing and cultivation of opium being "against the will of Allah". So Bush put them down to recieve 43 million to help with their part in the "war on drugs". Gee wonder how some of that money might have been used.

I had asked for help because I am not able to do extensive internet research while at work - and I'm swamped today.

However, if I am not mistaken, Clinton was trying to either put sanctions on the Taliban, or else already had them in place?
