5. LePetomane is a very famous stage act:
http://en.wikipedia.org/wiki/Le_P%C3%A9tomane

Le Pétomane was the stage name of the French professional farter and entertainer Joseph Pujol (June 1, 1857 - 1945).

He was famous for his remarkable control of the abdominal muscles, which enabled him to break wind at will. His stage name combines the French verb péter, "to fart" with the -mane, "maniac" suffix, found in words like toxicomane. In English, a translation might yield "the fart maniac". His profession can also be referred to as a "Flatulist" or a "Fartiste." <1>

Edited to add: I mistakenly thought you were referring to the original fartiste.

19. Oh I get it, the OP is referring to the news story last week that...
..."the president" likes to make spontaneous Fart Jokes, and occasionally rips one, because he thinks it funny. I didn't see the original report, but Stephen Colbert mentioned it on "The Colbert Report" a few days ago.

I though they were just talking about the "Blazing Saddles" reference.

13. And it was co-opted by Mel Brooks in "Blazing Saddles"
The governor, played by Brooks, is named that. At one point during a cabinet meeting, everyone starts "harumphing," except one guy who gets called on it.

20. It's out of Blazing Saddles
The town of Rock Ridge sent the governor an "urgent telegram." The secretary waited a week to read it to the Governor's Inner Council.

The telegram said the town had been shot up and the sheriff killed. "Send a new sheriff immediately."

All of a sudden, Goveror LePetomane (Mel Brooks) starts screaming about their having to do something to save their phoney-baloney jobs and everyone started going "harrumph, harrumph, harrumph."

At the end of the harrumphing, the governor pointed at one man and said, "I didn't get a harrumph out of that guy."

Still from the motion picture Blazing Saddles by Mel Brooks (1974) from Film Reference.com

And we can call Karl Rove Hedley Lamarr, right?

14. Everyone who has not seen Blazing Saddles should go get it now
Deliriously non-PC semi-surreal comedy of the finest order.

Could not be made today.

Gov. LePetomaine randomly stamping papers trying to appear to be doing something.

I loved that character and you are right you couldn't come close to making that movie these days. BTW- that and "Young Frankenstein" came out in 1974 same year
