The New York Times is reporting that ...(giggle) ...in this past year military spending bill ...(chuckle)...
there is a "lump sum of $20 million to pay for a celebration ... "for commemoration of success" in Iraq and Afghanistan."

"Not surprisingly, the money went unspent".

The money is being rolled over into the 2007 budget for “a day of celebration” and “issue a proclamation calling on the people of the United States to observe that day with appropriate ceremonies and activities.”
