Just before adjourning on September 30th, Congress abruptly rescinded regulations that encouraged chaplains to pray inclusively, but permitted sectarian prayers at mandatory assemblies. The move came after a House-Senate conference removed language from a defense bill that religious right legislators inserted to promote expression of Christianity in the armed forces. Before heading home to campaign, House Republicans pleased their "base" by passing a measure that would deny attorney fees to plaintiffs who successfully sue a government for violations of church-state separation.
