Is it silly to ask: What did Rove know and when did he know it?
It's now clear the GOP leadership in the House knew two or more years ago about Foley--and kept quiet. Now, in '04 there was a presidential election and this issue may have had some effect on that outcome like it is today. Is it inconceivable that Rove, who is not just Bush's political guru, but an overall GOP strategist knew of this and even had a hand? and if that is the case what might Georgie boy have known?

I'm not saying that they did know but it would't be inconceivable given how long this has been festering.

1. Absolutely not.
Congressional leadership knew about it, therefore the WH should have known about it.

The FBI knew about it, therefore the WH should have known about it.

Moreover, even if they did not know about it they did not immediately (and still have not) call for Hastert's resignation and those involved in the cover-up.
