It was cleverly worded so that the sense of the article depends on whether Foley is listed as as D-Florida or R-Florida.

... 'scandal,' 'gay,' 'resigned,' 'cover-up,' and 'sex.' They've computerized the Style Book and it apparently has some bugs that let "R" slip through.
