This is an old article by Melanie Sloan...
....
http://www.tpmcafe.com/story/2005/12/8/171912/291

Since 1998, there has been an ethics "truce" in the House of Representatives, under the terms of which no member will file an ethics complaint against another member. Because outsiders are prohibited from filing complaints with the House ethics committee, this has effectively shut down the ethics process.

.....

So the average American, and most DU'ers has no idea this existed, and so the GOP axmen, like Jackson, can go on television and scream about what the Dems didn't do. Over the years the Dems have been sticking to a long standing truce.

1. It means nothing, really.
It wouldn't matter if every Dem in congress had actually viewed foley in the act of actual penetration with a 12 year old boy, because the congress, the White House, the FBI, the CIA, and the courts are ALL controlled by repubs who didn't want to do a damn thing about it. We need to remind the voters EVERY DAY that this is what happens when you let one party control everything and let them destroy the system of checks and balances. The real scandal in all of this is finding out that we've become a "mob rule" society. We need to get back to the concepts the Constitution spells out regarding protections for the minority.

2. Looks like they all have some `splainin' to do...
What do we have? A president who conducts his duties in secret/classifies everything except the menu for the day, uses signing statements so he doesn't have to follow the law and a Congress which makes an agreement that neither side will file complaints against the other, on the chance there might be an epidemic of hearings erupt? Give me a break! Aren't these people -- Republican AND Democrat -- mature, intelligent, honest individuals looking out for the good of our country?

Maybe it's time to lock the doors, fumigate the place and start all over with a whole new government.

4. about that question, no Congress people are not mature, honest
and looking out for the good of the country.

That's one of the first things you get disillusioned by in Introduction to Real Politics-101

5. Forgot to put a "tongue in cheek" thingy after that statement.
One thing is sure...Introduction to Real Politics:101 need look no further than this administration for teaching tools. In fact, this administration's antics will be the best example for centuries to come on corruption.

6. the dems in hte house have tried numerous time to bring ethnic
chargesagainst republicans over the recent years. the house republicans in unusual and unprecident means have denied the dems (the party not in power) the ability to bring republican members to face republican party. sine i have seen these efforts by the dems, and hte republicans the denial of dems demands, i will say,..... no to your question
