A petition drive for ethics rules by the people for the people?

Is there any chance we could start a petition drive to get some ethics rules on the ballot here in America? Our system is broken and needs a serious overhaul. The influence peddling in our government is totally out of control as evidenced by the dick chenney energy policy or the lack there of, the war machines want of world domination, the moving of our jobs overseas, the business owners desire for bringing in low paid workers to do the jobs we have always done in the past and on and on.
