11. Naw, just change the criteria. Expand the 'excluded from count'

creatively and you can keep the number at 30,000 indefinitely.

Seriously, when the first report came out and the administration first floated the 30,000, as opposed to 120,000, you'd think they would use that as a baseline, but I heard them saying 30,000 as the then current total a full year later.

When you find something that works, you stay with it.
