Just how independent is the Iraqi Government?

Bush still speaks for 'them'.

That alone should speak volumes to how 'independent' Iraq truly is.

1. They're not just puppets, they're useless puppets

Hamid Karzai's government is actually more effective than they are, and that's saying a lot...At least Karzai has control of the Kabul Public Works Department. The Iraqi government doesn't even control THAT sort of thing (US contractors do). They might be able to pick out their own office stationary, but it probably has to be approved by the US Proconsul's office.
