No 52%
Yes 48%
Total Votes: 223,254

What's motivating McCain to speak out?
Posturing for the 2008 White House race 42%
Combination of both 38%
Concern over the situation with North Korea 19%

it just hit me...notice how nothing really goes right with this admin for which to take credit, but when something goes wrong, it's somehow the dems' fault?

2. Did he go along with Clinton on this issue back then?
I'd like to find some quotes from McCain back during the Clinton administration on NK. I don't recall him dissenting with the Clinton position and efforts.

4. Actually, he didn't go along with the Clinton policy....

I've been hunting for quotes or votes and just found this:

"Senator John McCain (R-AZ), a senior member of the Armed Services Committee, was scathing in his criticism of the Clinton administration’s bargain with Pyongyang. “The greatest foreign policy failure of the Clinton administration was entering into a deal that they could not verify or enforce,” McCain said."
http://www.armscontrol.org/act/2003_06/congress_june03.asp

So McCain is consistent on this issue.

he has some integrity...but I am of the opinioon that blaming a 6 yo admin is disingenuous.

on edit:

Clinton administration officials have defended the agreement as necessary to bring the 1994 conflict over the North’s attempts to develop a nuclear weapons program to a peaceful resolution. For example, Ambassador Robert Gallucci, a key architect of the Agreed Framework, challenged McCain and other critics to come up with a workable framework of their own.
yes he criticised then....I am just wondering how is clinton to blame now, seeing as how it is a known fact that NK was so not a priority:

http://www.people.umass.edu/mray/essays/northkorea.html

Just as Clinton began his presidency, George W. Bush also started out with a policy of indifference towards North Korea. When the 2000 elections rolled around in November North Korea was not an issue at all. It was not a thought in anyone's mind, and the first 9 months of Bush's administration seemed to be no different from his campaign as far North Korea is concerned.

gee, guess they trusted the clintons?

I have no problem with your assessment, but blaming clinotn? a stretch to be sure. gee you'd think there was an election coming up....

8. I'm not blaming Clinton
I'm trying to find some evidence that McCain may have supported the Clinton policy back then. Even a vote in the Senate that would show him to be a flip flopper now.

I supported the Clinton efforts back then and think W was always on the wrong track with his "attitude" policy.

10. Thanks - It's really hard to find statements by McCain back in the 1990's
Unfortunately, I've found something he voted on that illustrates that he's been consistent. He wanted more verification in NK and this web page shows that he voted on this issue:

"Expresses the sense of Congress that the President should require North Korea to dismantle all declared graphite-based nuclear reactors, allow the International Atomic Energy Agency to conduct any inspections to account for the stocks of plutonium and other nuclear materials in North Korea, and to remove all spent fuel from the graphite-moderated nuclear reactors from North Korea"

This is a portion of an adopted Conference Report for the Authorization bill, FY96-97, Foreign Relations.
http://www.vote-smart.org/issue_keyvote_detail.php?vote_id=3613&can_id=S0061103

On the other hand, it does show that McCain did finally vote for the Clinton policy with the addition of verifications. So, if he voted for the policy as amended - he has no beef now. I've found what I was looking for. I think it give me the ammunition I needed for discussions with conservative acquaintances.

Btw, that web page has a search engine for statements made by McCain on this very issue. But when I tried to use it, it came up with nothing - bupkus. Go figure.
