30% of Iraq rebuild money extorted by al-Qaeda?

I am trying to remember, I think I heard Carl Levin say on the Ed Schultz Show last week that 30% of the billions of tax dollars we give to Halliburton, KBR, etc...end up being extorted by al-Qaeda and other "groups".

They only let projects go forward if they get their cut.
I think the American people need to know this.

I am looking for a story on this.

I'm sure that doesn't include the military supplies delivered to the Paper Army of Iraq that somehow ends up in the hands of the militias.

...in the hands of militias and other groups our troops are fighting. A lot of the original reconstruction money was funneled straight into the CPA and interim Iraqi government and disbursed without oversight to god knows who. And remember, the likes of Chalabi made up the original governing body. It wouldn't surprise me if this was still going on, ministers paying for their militias and other nefarious pet projects in American taxpayer dollars.

The sure bet is that most of those missing billions of US tax dollars wound up in the clutches of the enemy, be it Halliburton/KBR or the pockets of Iraqi puppet ministers.
