LEAKED MEMO: Karen Hughes Thinks Small In Combating Iraq Insurgency

Under Secretary of State for Public Diplomacy and Public Affairs Karen Hughes heads off to the Middle East this weekend for a round of public diplomacy. Think Progress has obtained this internal memorandum sent from Hughes to National Security Council Principals earlier this month entitled “Thinking ‘bigger.’”

A key section of this memo offers the Bush administration’s strategy for “Public Diplomacy to Counter Insurgency in Iraq.” Far from “thinking bigger,” the recommendations for defeating the insurgency are small-minded, unambitious, and disconnected from reality. Here are Hughes’ three ideas:

– Substantially expand… “Micro scholarship” program…targeted at youth in key disadvantaged areas in Iraq, such as Sadr City or Anbar Governorate.”

– Create a fund to support media projects by Iraqis, such as documentaries, short films, animation, audio-visual productions and other material that would show Iraq’s reality to pan-Arab and pan-Islamic audiences.

– Revive book publishing in Iraq to fill the intellectual vacuum…and support…Iraq’s hard-pressed intellectuals.

...is a ruse. Diplomacy, is not ( nor ever has been) a part of the Bush agenda.

Hughes' main work lies in coaching, rehearsing, and explaining difficult words and concepts to the inept and confused George W. Bush.

The Middle East is already seeing Iraq's reality -- it's called the news, and it ain't pretty

– Revive book publishing in Iraq to fill the intellectual vacuum and support Iraq’s hard-pressed intellectuals.

A better way of assisting the intellectuals (those who are left) is to keep them from being killed on a daily basis. As for books, I guess reading them is restricted to daylight hours -- because thanks to us, there's no electricity.

....Iraq lacks basic services (except in the Green Zone), and yet all three of these "big ideas" require electricity in order to be carried out.

What was striking to me was the photo included with this article at ThinkProgress. The look on Condi's face as Karen Hughes gives her spiel to Dunderhead appears as if she's thinking that even she can't believe that someone could be so stupid and disconnected.



So I'd like to recommend that Ms. Hughes be sent to Iraq... to Sadr City and Anbar Governorate to personally oversee the implementation of her program ideas. I'm sure she'd do a "heckavajob."

The President's two most trusted White House aides, Karl Rove and Karen Hughes, last week quietly began soliciting ideas from G.O.P. consultants and public-relations executives for ways to keep Americans focused on the war effort even as the life of the nation struggles to return to normal. Proposals include everything from benefit concerts to patriotic TV ads to a special website giving up-to-the-minute war-progress reports.

One possibility: a televised megaconcert with performers celebrating American values like freedom and democracy. Bush advisers both inside and outside the White House thought the star-studded telethon that aired Sept. 21 was, as one put it, "very nice, but a little too Hollywood and New York"--i.e., liberal. The White House-sponsored event would be aimed at "educating a new generation of Americans on what war is all about." Think Lee Greenwood instead of Fred Durst, Brooks and Dunn in place of U2, Tom Selleck rather than Brad Pitt. And way fewer candles.
