UPDATE 4.00am EST - it's definitely a coordinated campaign. See full update inside

I'm compiling information about the robo-calls, starting with a list of congressional districts that have received robo-calls to suppress the vote. We can use this list to prove that the NRCC is systematically suppressing the vote nation-wide in a coordinated campaign.

We can stop these calls, and one of the ammunition we need is detailed and complete evidence that it's happening everywhere. Also, it would be nice if we could get leaked NRCC emails (etc) showing it's a co-ordinated, centralized campaign. And perhaps shut down the company that's running the calls? Who is it? I can dream....

UPDATE 1.30am EST - it appears the calls are coming from CONQUEST COMMUNICATIONS GROUP -- contact details inside!

Anyway, the list, forthwith, below the fold. PLEASE CONTRIBUTE IN THE COMMENTS. I will be adding to the list as long as I can stay up.

The races with confirmed fake robo-calls so far are: CA-04, CA-50, CT-04, CT-05, FL-13, ID-01, IL-06, IL-08, KS-02, NC-11, NH-02, NY-19, PA-06, WA-05.


What disgusting, power-hungry thugs they are. I hope there are many prosecutions.

change in business structure. They added a holding company or something. The new company is definitely related because it has the same CEO. Sorry :blush:

4. 47 U.S.C. 223 - They are breaking that law:
If these calls are intended to harass potential Democratic voters, then the calls are illegal. You would have to prove the intent beyond a reasonable doubt, but it could be done.

They did a similar thing up in NH, with the express purpose of jamming a phone being used by a Democratic GOTV line.

They were charged, prosecuted, and convicted.

FCC regulations: automated callers must hang up when the called party hangs up.

This became an issue after robo-caller systems were preventing people calling 911 in emergencies. In some cases people died because they could not hang up and get a dialtone because the robocaller would not let go of them.

(Tech background: telco central office switches have traditionally been configured in such a manner that the calling party controls the connection. The called party has to hang up for between 7 - 10 seconds in order to force the line to disengage. More recently there have been design changes that minimize this issue, but it is not completely gone. The goal is that you should always be able to get a new dialtone by hanging up your phone for 1.5 seconds, whether you are the caller or the called party.)

As a result of the 911 emergency call cases, FCC required that these automated calling systems hang up when the called party hangs up, so the called party can get dial tone back and make an outgoing call.

17. No Current Campaigns On That List...
I'm in one of those targeted districts, and we had a couple robo-calls yesterday. Thanks to all for the contact information as my number is a "Do Not Call" number and we'll be reporting Conquest Group. We're also gonna call their corporate number...maybe I'll just keep calling and calling. Maybe other DU'ers who are getting these intrusions into the electoral process and our private lives should return those calls. My bets are the company operates out of a boiler room.

21. I wouldn't doubt it...
they only need a couple of phone lines and a couple of computers with automated dialing software. Not much to scrap together.

This sort of thing happened in reverse during New Hampshire's 2002 election. Instead of harassing voters, they harrassed voter turnout lines for the Democratic Party in that state.

34. I just received a robo call while reading this thread
so, I called Jim Walsh's office and told them that because of the call, I was going to vote for his opponent. Then I wrote an email to a local channel to tell them of the robo calls and that it's happening all over the country. It probably won't change anything, but it did feel good.
