That is one way read into it.

We know they perpetrated multiple crimes, which will proved "beyond a shadow of a doubt".

I hope broadest spectrum is pursued, I fear some small matter will be used to cover the wider wrongs.

2. Hold the trials, present the evidence

That's all impeachment means. Impeachment is a trial of high office holders. Those trials should take place. It's Pelosi who's put the cart before the horse in publicly proclaiming there won't be a trial.
