Any Constitutional experts care to take a swing at this?
Can Congress repeal a spending bill? Or amend one?

I'm thinking in particular about funding for the Iraq war, which I understand has been funded through July.

1. De fund.....barkin up the wrong tree.
Rescind the Authorization to use force in Iraq. Or look into Article 1, section 8 of the Constituion and see that Bush can't use National gaurd troops in that situation.

Now if the next funding bill doesnt get thru congress..... well darn it. But I think looking at the funding is possibly weak.

On the other hand hit Bush with eberything we've got.

2. not sure about Pentagon spending (which is a black box)
but congress has 'reallocated' money away from already funded programs.

4. Because money is so easy to move around, I expect Bush would
simply move money from social programs to defense to cover any shortfall in funding his war.

Remember this is the guy who claims he is above Congressional constraint when he is acting as commander-in-chief.
