3. Tom DeLay did more than modify.
He changed the whole lobbying system to his benefit.

4. Nick Lampson CURRENTLY represents Tom Delay
Since Mr. Delay is now nothing more than a private citizen and a member of Representative Lampson's district (though once convicted I imagine Mr. Delay will be living in another district).

And if Delay still lived in the Texas 22nd, then your original wording would be correct; Lampson WOULD represent Tom Delay. B-)
