Tell Norquist and Delay that the 110th Congress drowned it in a bathtub by a 430-1* vote when they passed the new ethics rules in H Res 6 (Title II).

7. K-Street Project: criminal RICO scheme. DeLay: criminal.
Interestingly, a few years ago some democrats brought a CIVIL RICO suit against DeLay and his K-Street Project--and DeLay and accomplices settled quickly, in favor of the democrat plaintiffs. IOW, the democrats won.

9. I rather doubt it.
As I understand the new rules, direct graft to congress-critters will now be funneled through non-profit shell organizations. The kleptocracy is alive and well.

Essentially, its goal was that lobbying orgs seeking favors from Republican leadership were not permitted to employ anyone who was a Democrat.

The text:

SEC. 202. ENDING THE KSTREET PROJECT.
Rule XXIII is amended by redesignating clause 14 as clause 15, and by inserting after clause 13
the following new clause:

“14. A Member, Delegate, or Resident Commissioner may not, with the intent to influence on the
basis of partisan political affiliation an employment decision or employment practice of any private
entity—
“(a) take or withhold, or offer or threaten to take or withhold, an official act; or
“(b) influence, or offer or threaten to influence, the official act of another.”


That pretty much dismantles it, as far as I can tell.

13. Don't hold your breath.
As I said, the kleptocracy is very much alive and kicking and will not be easily deterred by rule changes. They will find ways to get around whatever rules are passed. It remains to be seen if the good intentions of many Democrats will be successful.

The K street project used a tactic to lock democrats out of the gravey train. Its goal was and is to completely corrupt the political process and to do so in a way that was aligned with their overall goal of a one party theofascist republic. We will see how successful the reform movement is in cleaning up the mess that has been made.
