Pretend for a moment you are a NeoCon and you need to sing the praises of Condi
What has she accomplished in the last six plus years? What can be said to praise her? What negotiation did she complete or accord did she push. Remember Secretary of State is the US's number one diplomat. What can be said that she has accomplished. Who did she talk into doing what?

13. Too diplomatic? Meaning that she says absolutely NOTHING
when she speaks? B* can't speak, and she speaks too much and ends up with nothing. Both complete zeros.
