It's not "by any means necessary", it's "by any means"!

I don't for a slim minute think Bush gave any critical thought about any of his actions.

It didn't go like this:
Advisor: "Mr. President, we need to be concerned about Al Quaeda efforts in the US."
Bush: "Well, maybe we should begin a session of wiretapping. We need to act on this fast, so there's no time for warrents."

I think it went more like this:
Advisor: "Mr. President, we need to be concerned about Al Quaeda efforts in the US."
Bush: "Wiretaps on everyone. Now"
Advisor: "But-we need to get authorization-"
Bush: "I'm President! Do what I say! NOW!"

Perhaps the situation is obvious, I know it's obvious to most of us, but people still like to pull out the "by any means necessary" statement, and IMO there's no "necessary" about it. Bush never has shown one ounce of regret for what he is doing. He simply doesn't care.
