The Armstrongs are Republican, but they are also rich power brokers, and no doubt they would build alliances with whomever was in power, so the sheriff probably knows them, as would other elected officials in the county.
I don't think there's so much a whitewash as there is a simple case that the sheriff saw no need to stir up trouble over. Now it looks huge, but then it's a basic hunting accident on private property. The sheriff shows up, speaks to the few witnesses he can, hears the same story from everyone. There's not much for him to make a case out of. As for him not having access to Cheney for half a day, that might have raised his suspicions about drinking, but aside from shooting it out with the Secret Service, who would have jurisdiction over Cheney and might even shoot the sheriff if he tried to get to Cheney against their permission, there wasn't much he could do, and there wasn't much reason to doubt what he was told.
And from what I've read, I'm not sure we've seen the sheriff's report yet on this. He might mention suspicions about alcohol. But without evidence of it, he can't really say Cheney was drunk.
Now, if Whittington dies, and I sincerely hope he doesn't, the case is immediately more serious, and then the investigation gets more thorough. I just don't see the sheriff as the problem right now. I see Cheney as making the biggest PR blunder I've ever seen a president or VP make. Right now, he looks dumber than Dan Quayle. I would say he looks dumber than Bush, but no, Bush looks even more clueless, like he doesn't even have control over what his VP or his own press secretary decide to tell people.
Poor Bush. One heartbeat away from the presidency, and that heartbeat belongs to a sick, stupid man who may have just shot himself in the head.
And tomorrow, the Katrina report, and I've heard rumors that more Abu Ghraib photos may be released. Poor Bush.
