If Cheney could see the QUAIL, why couldn't he see HARRY?
Give me a break. Cheney must have been drunker than a skunk.

If the birds were clipped so they couldn't fly, then how fast could the quail possibly be moving? Faster than Cheney could track his friend (much bigger than a quail) looking down the barrel of a gun?

Sounds like deprived reaction times do to the consumption of alcohol. Tsk, tsk.
