It's very confusing, especially for someone of limited intellectual means, such as the Commander in Thief: Are we at war, or aren't we? See, we're at war when he wants to unleash the NSA to spy on ordinary citizens. But when he wants to funnel even more Treasury money into the overstuffed pockets of his wealthy friends through tax cuts, then we can easily afford to borrow even more money from our good friends in China and we're not really on a war footing.

Fortunately, Bush is blessed with a brain-dead Amen Chorus that loudly and frequently backs whatever hare-brained scheme occurs to him at the moment, as if nothing more brilliant could have ever been conceived. And tomorrow, when he flip-flops, then Bush has once again produced another masterpiece for the likes of Little Green Goofballs and Assrocket to marvel over.
