2. I don't think it's that easy. They have a plan.
I'm pretty damn cynical. They're up to something, and I know it must be malicious.

4. any plan they have is also tied up in greed
if the path to feed that greed helps other agendas - then they will feed those agendas as well.

Making themselves filthy rich and investing next to nothing back in the US (use of tax shelter havens so they don't pay taxes even for their businesses based in Houston; defrauding the govt and fighting (and winning) not having to repay any of the money back - while getting more and more govt contracts).
