5. I believe this breaching vs. topping thing is not working.
It comes off as silly word games. Plus it totally ignores Max Mayfield's warning that it would be bad if the levees were topped.

Good. Here we have a nation which collectively cannot tell the difference between a Stalinist dictator and a countryless terrorist, and the Goons are going to try to split the hair between breaching and topping.

They have to play that card, now. If they can trap the public into a semantics debate instead of the debate over why this tape wasn't released when Congress asked for it, they might escape. It's our job to make sure they don't.
