Bush's audiences are screened by being handed a questionaire, like the one above, and a pencil.

If they are educated enough to read it, they are automatically disqualified.

If they can't read, due to stupidity and/or mental incapacity, they are shown to a seat.

They're allowed to keep the pencil, so that if they DO have a brain and wound up being included anyway, they can give themselves an on-the-spot lobotomy rather than listening to the Idiot drone on and on ...
