1. No statute of limitations on desertion
Poor guy.
This is insane, but you have to understand...the guys in Iraq are getting tired of getting hit with flowers everytime they walk down the street and the chocolate is making them fat.
So they need to know that there will be consequences if they desert.
Mr. Abney is such an example.

2. Not quite
There is a statute of limitation for desertion, but it is tolled and the clock does not run during the actual period of desertion. It begins to run once the desertion ends, either by capture or voluntary return.
